Cut in half and then slice fennel. Peel off oranges, cut each in half and then slice them. Arrange half of the fennel on a large plate then cover each fennel with slices of orange. Drizzle with half of the olive oil and sprinkle with poppy seeds. Repeat the whole process, set aside for a while and serve.
